Some extremely rich and therefore clueless Indian lady told a friend of mine that "We don't have any more caste discrimination. That's illegal now." Informally and illegally of course there is universal persecution of the "Scheduled Caste", (aka Harijan?) They don't have the rights that the majority have. It's an unusual form of dictatorship, of the many over one group. Not all unfairness comes from government. Something like sexism, rooted in the culture.
