In India is Caste runs as deep as race here in 60s and earlier. You only counted Scheduled Caste (actually it is SC/ST, where ST is Scheduled Caste and ST is Scheduled Tribes), but if your consider all Backward class and Most Backward class Castes the figure will quickly bulge to 90+ percentage. As in everywhere, upper classes exploit and disproportionately enjoy the economic benefit at the expense of the rest. The recent election result to most extend is a reflection of the Caste struggle. But the lower Caste people are becoming more aware and started demanding their share to compete and win. But it will be a long struggle. In some states this Caste equality is in a better shape than other states due to local socio/polticial movements. That's why the new government has part of its agenda that will address some of the economic disparity.

Aside: Indian Communists parties who are part of the new government has agreed for the agenda of having 6-8% GDP growth per year. Communism in India is not like what is portrayed in West. They contest with all other political parties and win, and have limited power in implementing their own policies in states where they govern. Most of the big spending projects need approval from the central government and hence they cannot go via neither Marx's way nor Dung's way in fully socialising everything.

I guess the way to define middle class is to have a disposible income of US$1000/year, not sure about upper middle class.

Still do not see any effective measures for Indian gov. to deal with this large group of people.
