A "tough" Kerry administration? He just announced his intention to "Mogadishu" and have every soldier out by the end of his first term... If gaining "international support" means committing to a full retreat then Kerry is certainly the man for the job.

Schroeder, Chirac, and Mr Bean down in Spain will NEVER put troops into Iraq except as a token gesture of support for their newly elected puppet.

I saw an interview (I think MSNBC) where it was floated that the UN and Nato could become re-involved on a trial basis based on city... Start in the north or south with a smaller city by designating it a UN/Nato area and then have them take care of security. That would be a start... it could be "stair stepped" up to larger/more cities based on success.

That sounded plausible but would require some level of consensus desire for success of US goals in Iraq....

Will it happen? Who would lead it? Which NATO or even non-nato country will make that sort of commitment? Seems to me to be too much of a political risk at this point for any foreign leader to take that jump.

Perhaps this is why the UN OFF corruption is being downplayed by the admin? If Kofi spins around and says he wants peacekeepers and the UN back in Iraq...
