Kerry said he voted to hold Saddam Hussein accountable but Bush promised him he would get the support of the UN. Bush broke his promise and went to war without the support of the UN. Bush made the decision to send in too few troops to secure the peace. There was nothing the in resolution about the number of troops. Bush made the bad decision to disband the Iraqi army. Bush made the decision to appoint the incompetents who failed in the post war planning.
