I don't know if Zinni argued this, but I certainly did.

How on earth would the probability of Syria and Iran sending people to make trouble in occupied Iraq undermine the contention that Saddam was not a major player in the Al Qaeda equation? That's completely irrational. These people will take any opportunity to go after Americans, and if you put Americans or an American-supported regime on their doorstep, they will try to make a mess. That says absolutely nothing about Saddam's relations with AQ.
