As for the Army report, it took quite a while before reports of torture triggered Tagube's investigation, so the Army didn't exactly jump

And I gather you noticed just how quickly the civilian leadership in the Pentagon decided to actually address the problems

The abuse occured in November. The investigation began in a few weeks. The investigation and its results, and new management for Abu Ghraib, were announced in January. You have some expectations.
