I think that your criticism of the process for investigating the Abu Ghraib incidents is off base. The internal investigation followed the path that those things do, sez she who has personally done bunches of them. It was overtaken by events when it went public, which distorted the process. There's no reason to think that, left to their own devices, this wouldn't have been dealt with appropriately.
