The new information or circumstance arose when some states and Canada began to endorse policies that would have to be recognized by other states of the United States and/or the United States. This threatens to nullify the decision of states to recognize the legality of the issues you mentioned. Some people obviously foresaw this prior to Bush's debates and swearing in. I see no reason to believe that Bush did. So, to him, as things developed and as he received counsel on the issues, it became new information and circumstance.

I am sorry that so many people (both L&R) use the word liar to emphasize their political view rather than label the behavior or character accurately. It is one of the most important words in language and you are abusing it. A false allegation is equal to lying. But it figures that people who would have little regard for the importance of the word Truth or the word Lie would use them recklessly enough commit such vagrant violations.
