I doubt you would (nor would I) classify the fight against al qaeda in America as a counterinsurgency.

Definitely not in its pure form but the more the Bush administration continues to make the kinds of mistakes it's now making in Iraq, the easier it is for Al Q to bundle its activities into genuinely nationalist strategies.
