Reasons that Bush is responsible for current gas prices:

The deficit spending.

The falling dollar.

The war in Iraq and the current geopolitical landscape.

The reaction of markets to the war and the perceived possibilities of shortages or disruptions.

The lack of a coherent energy policy. The one he has was written by Enron and focuses on drilling in ANWR.

Failed coup in Venezuela.

Lack of use of the bully pulpit...lack of any leadership.

Doing nothing to help speed up current drilling applications in non-environmentally sensitive areas.

Not using presidential influence to urge the oil companies to increase refining capacity...too busy giving Haliburton big contracts to build refineries in Iraq.

Could consider temporary relief on refineries to produce less of the reformulated summer gas except for those cities with extreme pollution problems. This would require working with congress to pass temporary relief.

Just plain doing nothing about it, except blaming Clinton.
