He doesn't have the cajones to take any risks. He won't make any predictions, will only state broad policy goals, not outline the policies to acheive them. Also notice that all his criticism of Iraq is based on hindsight. Never heard Kerry say for example, its not advisable to disband the Iraqi Army...but then he comes out after obviously it was a mistake and says, that was mistake I never would have done that!
