They agreed it applied to Iraqi POWs in Iraq - to soldiers fighting for the Saddam regime. I never heard them agree that it would apply to Al Qaeda or other foreign jihadis captured in Iraq. Have you got a direct quote?

One ICRC guy picked a number out of his hat about the innocence of some subset of the prisoners, I think he was talking about guys picked up in sweeps, not the prison population in general. It is certainly not evidence about the population in general; he cited no evidence, not even anecdotal.
