People are still taking a look at the incumbent and deciding if they want to give him a second term. The fall in Bush's popularity is because as the people are taking a hard look at him, they are making up their minds that they would not like to give him a second term. After they decide that then they will take a hard look at Kerry. In the past 3 weeks that is what we saw the Independents doing. Now they are going to take a look at Kerry, more so when he chooses a running mate etc. Besides Kerry has been a very good closer. By not coming out and distracting the people, he is making sure that the people take a good hard look at Bush and decide once and for all that Bush is not worth it. And then when he has their attention, he will move to close.
