If they are planning on letting terrorist attacks happen this fall[...] I just saw a news headline go by saying that, as of now, there are no plans to change the terror threat levels. As silly as I think the color-coded threat levels are, this is an excellent development for the construction and defense of future conspiracy theories; in particular, those which fall within the "they let it happen!" vein.
