It seems unlikely crews would set up cameras around every potential target in DC on the off chance one of them might get hit. Also, while I don't recall it mentioned on any of the timeline sites, I do remember a news item on 9/11 that mentioned camera crews were kept away from the Pentagon for an hour or so after it was hit.
