The “liberal imperialists” were a tiny minority, and could never have driven the empire

When your tiny minority includes Prince Albert, it's not so tiny. The ideas of the liberals were extremely important to the British imperialists, just as they are to American fp today. Doing well by doing good, that's the motto. And if you had to choose a colonizer, wouldn't you have chosen the British over the French or the Belgians? At least they built infrastructure and instituted laws.
