As I said, that's nonsensical. When referring to another individual or group, I'm partial to using the pronoun "they."

No, not necessarily. Often, people on those lists are "wanted" for questioning; that is to say, an investigation is either beginning or underway, but not complete.
However, I accept that the FBI may well put up posters of just anyone. As an American, you would know far better than me if that was indeed so.
I would, you are correct. Thankfully, that's not the case and frankly, it's a patently absurd idea.
