Illegal, but I don't think they put people in jail for simple possession. There have been an interesting series of court cases brought by a Rustafarian who is also a candidate attorney and who was disbarred because of his use of the illegal substance. The cases are relevant because they clearly reflect the conflict between the so-called Constitutional Rights of the individual and the vested interests of the State.
