U.S. officials say there was only a minor release of the nerve agent.

It was a binary shell. This means it had two chemicals which had to mix to produce Sarin.

The mixing is done by the fast rotation of the shell when it is fired through a rifled barrel of a cannon. When it is blown up by the roadside the chemicals don't mix.
