Actually the countries in the region paid for much of it. It was dirt cheap, and it worked better than anyone hoped

Wherever did you get that idea? It was US troops, US planes that kept containment - and Turkish, Syrian and Jordanian smugglers (and governments) that made big money from selling and buying at inflated prices. The oil-for-food supplies mostly went to markets in Amman; everybody knew that.
