I'm a little surprised that it didn't go the other way, with Qwest acquiring assets from Bestel, building the Mexican fiber optic net themselves, and then providing dark fibers back to Bestel and others, as well as maintaining a fat chunk for its own use.

Four fibers seems a little small to me.
