Bush was AWOL on terror. 9-11 happened on Bush's watch despite repeated warnings. Counbterterror wasn't even on Bush's agenda and priority list. How can anyone be any worse at fighting terror than Bush was when it counted? Besides Kerry is a well-known counterterrorism expert.
