Gangs work under the principles of Greed and Pride. Selling drugs is a greed activity not an activity of the poor just trying to get by. Its about making a lot of money not buying a loaf of bread at the store.

Gangs can only find roots in desperate situations. Poor areas with lack of opportunity makes a fertile field for gang activity.

Where there is opportunity, jobs, education, family and community...there are no gangs.
