As I understand it, the idea is to install a government that is friendly to the US and, especially, to Israel in order to enable the pipeline from Kirkuk/Mosul to Haifa to be reopened. I would guess that possibility is more remote now than even in Saddam's time.

Clearly, the plan is that Israel should control the economy of Iraq and enrich itself from Iraqi oil at the same time. Neat, isn't it?
