To prove my point further, there are no gangs in rural areas where there is plenty of poverty. How much gang activity is there in rural West Virginia counties where I see people who literally live in shacks? Opportunity is everywhere. Some people simply choose to ignore opportunity because opportunity isn't a handout..its an opportunity that requires hard work. School is an opportunity and the biggest opportunity a lot of people will ever get. Free public libraries are another opportunity and very nice one at that which people even 50 years ago often didn't have access to.
