First I wouldn't concentrate public housing in small areas. That just asks for trouble. Split em up using 8A housing vouchers. The thing about the schools being poor isn't a factor in DC. On a per student basis they spend more than anywhere in the US. We had a school board members stealing public money for schools to the tune of millions. She got caught. I wonder who didn't get caught. The parents or lack thereof share most of the blame. I would recommend more agressive removals of kids from bad parents. The tendency today is leave the child at the home unless things are really really bad.
