Moscow government comments on hot water supplies RosBusinessConsulting. Tuesday, Jun. 1, 2004, 2:04 PM Moscow Time Mosenergo misuses its position as a monopoly on the market by not delivering hot water to four Moscow districts after repair work was completed, Deputy Moscow Mayor Pyotr Axyonov believes. We have no mechanisms of influencing decisions made by the management of the company, he stressed. We can only initiate a trial, he added. Mosenergo declined to renew hot water supplies to four Moscow districts on May 26 arguing that users owe the company money for its services.
