That's simply "We're going to blow your sorry butt off the planet!" translated into Diplomatese, isn't it?

Now I haven't seen it in writing, but I have the distinct impression diplomats are not supposed to threaten "grave consequences" without knowledge and backing of their gov'ts. Them's fightin' words.

I certainly blame Bush for not having Glaspie deliver that message
And, according to other sources I have read, Glaspie was summoned with no notice or warning by Hussein and had no prior knowledge of what would be the subject of the discussions. This hardly left time for Bush to tell her to tell SH we would kick his butt if he invaded Kuwait.

That might have prevented Gulf War 91, and saved many innocent lives in Kuwait.
I don't think the US WANTED the Gulf War? Do you? In fact, I think Bush would have preferred NOT to have to sell his soul to the Saudis in exchange for the necessary basing privileges.
