JOINT STOCK COMPANY of "Mosenergo - Moscow Regional Administration of
Power System Management" begins work in the competitory sector of the
wholesale market for the electric power

From 1 June 2004, JOINT STOCK COMPANY of "Mosenergo - Moscow
Regional Administration of Power System Management" will become a
participant in the competitory sector of the wholesale market for
electric power. Power system will obtain the possibility to buy and to sell electric
power in the commercial system of wholesale market in the hourly
regime and on the free price. Each participant in the tradings can sell in the competitory sector
not more than 15% generatable electric power and acquire not more than
30% of his own electric requirements.

Participation in the hourly tradings within the framework of the
competitory sector of wholesale market will allow JOINT STOCK COMPANY
of "Mosenergo - Moscow Regional Administration of Power System
Management" to obtain additional economic effect from the more precise
planning of consumption and regimes of the work of the generating
equipment, increase in the effectiveness of the conclusion of commercial
transactions with the possibility of the selection of the cost of
electric power. Balanced commercial strategy will make it possible to effectively
realize the administrative solutions, the optimizing internal technological processes under the conditions
of the night minimums and day load peaks of power system. Company will obtain the possibility to direct extra-budgetary
resources toward conducting of repair work and the modernization of
equipment.

Preparation for the output JOINT STOCK COMPANY of "Mosenergo - Moscow
Regional Administration of Power System Management" in the competitory
sector of the wholesale market for electric power engaged more half a
year. In this time the specialists of company conducted negotiations with
all infrastructural organizations of wholesale market. Agreements with the potential partners were developed, is checked the technological readiness JOINT STOCK COMPANY of
"Mosenergo - Moscow Regional Administration of Power System
Management" for the participation in the sector of free trade. Understandings reached in this time will considerably improve the
correctness of forecast of commercial operations, minimize actual deviations from the contractual obligations on the
wholesale market for electric power and, thus, they will increase the effectiveness of the work of company.
