No. Not at that time, anyway. He needed to wait for SH to screw up again and outrage world opinion so he had more backing.

The neocons certainly were pushing for that.
Neocons? Probably. Conservatives? No. I'm not in favor of Pax Americana or the American Empire.

But you twisted the meaning of the question and you know it. The meaninig was "Has there ever been an invasion wanted by those being invaded?"
