Maybe employers should be paying for all education? They do through taxes, of course. There are a lot better ways to do vocational ed than at school, but the concept should not be lost. Overseas, they let the teenagers apprentice.

I think one of the structural changes that should be made is to allow them to go to work at 14. These gangbanger kids in South Central are selling dope because the jobs are open. They can't go down to the Body shop and get a job fixing cars.
