The deficits were mainly caused by Bushie energy companies ripping us off. Make no mistake. 2/3 of the deficit was from that and the bastards are guilty. The rest was over spending and low property taxes. Especially on the rich. Warren Buffet said he pays more tax on his cheap mansion in Nebraska than his expensibe beach house in Malibu. Not that I'm for higher taxes, but that's the reason right there. Also California pays more out than it gets back.
