Once again, you are wrong. The State has done an analysis as to why there was a significant decline in State Revenue, and they were able to directly tie it to a reduction in revenue from capital gains. The State of California has one of the most progressive State income tax structures in the Country - which means those with the greatest incomes pay more.

Further, you and I have gone the CA electric power crisis before. The people responsible for placing price caps on Electricity Prices in California (in 2000-1) were ALL Clinton Appointees. Further, I have proven to you, before, that Governor Davis had informed President Clinton about the Crisis as early as July of 2000. Real price caps on Wholesale Electricity did not pass until President Bush's Appointees were sworn into the FERC.

If California had property taxes like Nebraska, Buffet's beach house in Laguna Beach, CA wouldn't be worth any more than his house in Nebraska. I noticed that Warren didn't advocate taxing financial assets to fix CA's budget crisis (that way you'd be really targeting only the rich).
