Perhaps that's true, and that's an interesting take, but it comes down to known oil reserves. As far as I know the known oil reserves in the Middle East vastly outnumber the reserves in West Africa, so I don't think your argument is a valid one. We concentrate our efforts where the biggest known resrves and returns are located, and as far as I know that is easily the Middle East. Saudi Araba #1 reserves, Iraq #2 reserves (perhaps #1 after all the oil is accounted for). I don't know where the countries in West Africa like Nigeria are on the known reserves list, but I doubt they're even in the top 10, which is why the U.S. pays so little attention to them.
