You deny Bush has made Al Qaida stronger? At best it's a wash. He's killed some and created many others. But Bush is not winning any war against terrorism. I'm not sure he even wants to win it. According to his speech yesterday he sees this as a World War taking many-many years and is thereby implying that we ought to treat him like FDR and keep re-electring him without thought to any other issues.
