G.W. Bush did what he thought was necessary even tho' the dunces at the UN opposed his action. He said in the beginning that a time would come in Iraq when the Coalition might ask the UN to help. Bush is merely following the gameplan set long ago.
Kerry on the underhand would never take any action, even if it was in the best interest of the American people, unless he had approval from the UN. He would in effect hand over the sovereignty of the USA to the UN. He has called himself "an Internationalist" many times.

His upbringing explains this foolish attitude of Kerry's. He has spent almost more of his life living outside the USA than within it's borders. During childhood, he lived in Europe for long stretches of time including boarding school in Switzerland. His parents shipped him off as a young boy to boarding school. That fact alone instills scars still present when the child grows into an adult.
His childhood & young adult summer vacations were spent at his mother's family estate in Brittany, where he has many French cousins. He's just not American enough to be Pres of the USA. He's better qualified to be the Ambassador to France.
