There were a lot of absentee ballots received after the day of the election. At first these ballots were going to be counted because Harris said they should. Al Gore took them to court over this and then the neocons raised so much hell over it that he dropped the lawsuit. I blame Gore for backing down on this lawsuit. The funny thing is many of the same people who were saying back then that gore didn't respect the military because he was trying to make the Florida officials stick to the rules are the same people today who are saying Kerry didn't deserve all of the medals he received. This is the same as saying military medals don't mean anything which is worse than Gore saying the rules should be upheld.

If I remember right some of the ballots which were counted were received much later than the cut-off date. If the rules had been followed Gore would have won on just this single instance of rule bending.
