Realistically, because war can break out at any time, the requirement you propose means NO ONE who has not served in combat should even be allowed to run for President. Is this your intent? 4. "The terrorists and their supporters declared war on the United States" Are you claiming bin Laden did NOT say words to that effect? 5. The President may consider what he ****ed well pleases. The courts decide those matters.
