Probably a much better approach then line item. Since it takes 2/3 to overturn a veto that puts an awful lot of power in the Presidents hands.

Bill standing alone is perfect. Then your senator can come home and explain why he thought it was important that West Virginia needed a 330 million dollar highway through the mountains where nobody lives rather then letting Byrd attach it to the defense bill that he knew would be passed and signed.
