He tried to open up drilling in Alaska but got shot down by the same people now screaming about high prices! Prices will drop with more supply on the way. You can also blame the EPA requirements for 100 different formulations of gasoline to reduce pollution. When demand shifts, instant problems for those formulations and much higher prices. Bush would love to scrap these requirements but nobody will let him.
