Yes the lower price, if Goldman Sachs is correct, will change Iridium's projections. However, while their breakeven point will increase this number of customers will be much more easily obtainable with the lower price per minute.
Iridium went to more gateways for two reasons: 1.) To satisfy local governments that Iridium was not going to steal all of their income derived from government owned communications; 2.) To enhance there ability to communicate inside of buildings (a problem with all satellite communications companies.
I do think that you are dramatically simplifying the issue of technological upgrades. It is frequently more involved than just popping in a chip. Upgrades can be quite expensive, particularly when you need 150 or more of them. As you indicated in an earlier posting where Globalstar may start popping gateways onto various islands, so that they can get most of the worlds waterways and thereby cover ocean going vessels, the number could escalate even further
