Any eventual referendum would be susceptible to bullying by Chavez's brown shirts. I'm sure he is betting on it.

If the election is 55/45 or less, he can bully it. If it is 60/40 or more, he can't. Too many outside observers. My hope is based on the fact that Nicaragua turned back to freedom.
