The outing of the CIA agent is the most clearly impeachable offense and someone high up in the WH is guilty. Of course many of these scandals do not reach the top. Look at how Reagan and Bush Sr. escaped Iran-Contra, feeding all their righthand men to the flames. The rest of it is just bad choices, neglect and whiffs of corruption. Cheney and Halliburton could turn into something big, but probably not.
