They, along with several other countries did not want part in a war based solely on the premise of the illusive Weapons of Mass Destruction.

They did not want to lose out on the BILLIONS of revenue they were getting doing business with the Butcher of Bagdad, that and stealing kids food via UN Foodscam...get a clue.
