Are you saying that it is a good time to be invested when stock prices are rising and the best time to be invested is when stocks are rising at the fastest rate?

By "when", I assume you mean "at what price". Maybe, you should continue this prerequisite to Investing 101 by declaring that investors should try to buy at a price that is lower than their target sell price.
