Think about why the Soviet Union collapsed, and the answer may come to you. Because of the threat from America? Because the Soviets spent so much of their GDP on defense? They spent that percent for decades. It was because of the miserable economic conditions and oppression of the communist way of life. The revolt came from within, and Gorbachev knew it was coming. He thought he could make it happen gradually enough to keep the USSR together, but the pressure build-up was too great.
