World Events historians will remember Pres Ronald Reagan as the man who increased the strength of U.S. military to the point that the USSR could no longer keep up. The evil empire imploded from the economic devastation that resulted from their failed attempt to remain militarily as powerful as the USA. The cost of the American buildup was well worth the investment which resulted in the collapse of the USSR. A decade of prosperity & World-wide trade ensued and fell into the lap of newly elected Bill Clinton.

In the timeline of History, Wm Clinton will be known as the Pres who decreased the size & power of the U.S. military to the point where we were not prepared for the first assault by foreign terrorists on the homeland. Those same history books will follow with the statement that the GW Bush Adm moved into high gear after the 9/11 attack and achieved remarkable success in Afghan'n & Iraq with the diminished military strength they inherited from Wm Clinton.
