That's an ominous Statfor piece. It means al Qaeda is
smartening up, at least in Saudi Arabia.

Al-Muqrin's latest statement, published June 3 on a jihadist Website, shows the evolution of his thinking: He has now explicitly linked oil prices to al Qaeda's war against both the Saudi monarchy and the United States. In a statement praising the most recent series of militant attacks, al-Muqrin noted the impact on global crude prices, saying, "The operation in Khobar was a new victory which God bestowed upon the mujahideen and which put the Saudi government in a deep crisis. It took the oil price to its highest levels of over $42, while Saudi Arabia is committed to America's prosperity by providing oil at the cheapest prices.

Economic pressure is a far smarter approach for Muslims than murdering civilians. It can soften rather than harden popular commitment in the target nation to whatever forcible approach has been taken to the attackers' nations. It builds support among groups in the attackers' own nations, who would not approve mass murder of any civilians or killing of their own. It avoids the justification and the target (a new regime composed of the attackers) for a very forcible response or retaliation.

The denoument of an overweening projection of power abroad, with lots of bread and circuses distracting opposition at home, is economic failure. We're well on our way.
