HOWEVER, I can open the Control Panel just fine. And every item there appears to work EXCEPT the Add/Remove Programs feature. When I click on it...nothing...no response. i.e. Different symptom than the one that Microsoft article addresses.

Also, as it turns out, one can bring up a picture in IE, right click on it and and select 'Set As Background' to adjust the boot & shutdown logo. This also adjusts the desktop display but you can then re-set that through the control panel/'display properties' box w/out effecting the boot/shutdown logo.
