I liked the line from the first "Traffic" movie, where the US police officer explains to his partner, "You have to understand in Mexico being a cop is an entrepreneurial profession."

The one thing people continually disregard is the importance of the rule of law in regards to a vibrant capitalist economy. You can't have private property without a sophisticated and effective system of laws, judges and courts protecting that right. We complain about laws and lawyers a lot in this country but all you have to do is climb to the top of the main pyramid at Chichen Itza to know that there are few lawyers in Mexico, and few liability suits. The first thing I thought about when I was climbing those unbelievably steep and dangerous steps was that I'd never be allowed to do this in the states. When you stand on the top and look down it's like looking straight down five flights of stairs, with no guard rail.
